Even More Performance Improvements

Last week we rolled out some speedups, and this week we're going nuts and releasing even more.  This time they're centered around continued improvements on how quickly we can evaluate permissions and further increases in calculation speed.

At long last, we're releasing a feature to allow supervisors to easily re-order the sites in the Waterly side navigation.

Bugs

As usual, we're continuing to rollout additional bugfixes with each release.  This week we've made updates to improve handling of comments/remarks on reports.  Please reach out if you see anything odd or have any questions!
